Officer Daniel Harris had been on the force for just under three years, and although he was still considered relatively new, he took his job seriously. It was a chilly Thursday morning, and he was assigned to patrol a quiet downtown district an area where small businesses were just beginning to open and workers were starting their morning commute. Nothing about the shift seemed unusual.

That changed when he noticed a man standing near the entrance of a municipal building. The man appeared to be quietly observing the area, occasionally checking his watch and glancing at the street. After several minutes passed and the man remained in the same spot, Harris became suspicious. The city had recently dealt with a few break-ins, and the chief had instructed officers to keep a close eye out for anyone acting strangely near government facilities.
Unsure of the man’s intentions, Officer Harris decided to approach him.
2. A Tense Interaction Begins
“Good morning, sir,” Harris said as he stepped out of his patrol car. “Everything all right here?”
The man looked up calmly. “Morning. Yes, everything is fine.”
Harris noted the man’s simple attire dark coat, slacks, and polished shoes. Nothing about him seemed threatening, but his presence still raised questions. “We’ve had some suspicious activity around this area lately. Do you mind telling me why you’re standing here?”
The man seemed slightly amused but not offended. “Just waiting for someone,” he replied.
“Do you have ID on you?” Harris asked.
Normally, this question didn’t stir much tension, but this time the man hesitated. “I do,” he said slowly. “But I’m not sure I need to show it.”
Harris felt his nerves tighten. His training emphasized caution, and the hesitation didn’t help. “Sir, you’re near a restricted-access building. I need to verify who you are.”
The man sighed—not annoyed, but almost as if he expected this. He reached into his coat pocket and pulled out a leather badge holder. Harris braced himself, expecting maybe a retired officer or a contractor.
What he saw instead made his stomach drop.
3. The Shocking Revelation
Inside the badge holder was an embossed emblem with a title he recognized immediately:
“Police Commissioner State Department of Public Safety.”
For a moment, Harris couldn’t speak. The commissioner—the highest-ranking law enforcement official in the state—was standing in front of him, and he had just been questioning him for loitering.
“I… sir… Commissioner?” Harris stammered.
The man nodded politely. “Commissioner Alan Reeves. And yes, I’m early for a meeting in this building. I didn’t expect to be questioned, but I appreciate your diligence.”

But why was the commissioner standing outside alone, without security, and without notifying the local department?
Commissioner Reeves answered before Harris even asked. “I’m here for an unannounced inspection,” he said quietly. “Every year I visit a few districts without notifying leadership. I want to see how things are running when no one knows I’m coming.”
This explained everything the lack of escort, the casual clothing, the solitary presence.
“And you,” the commissioner added, “just passed the first test.”
