- Preheat oven to 400°F (200°C). Toss diced potatoes with olive oil, salt, pepper, and paprika on a baking tray. Roast for 20 minutes until lightly golden.
- Brown ground beef in a large skillet over medium heat and drain excess fat.
- Add diced onion, minced garlic, and colorful bell peppers to the skillet. Cook for 5–7 minutes until tender, then mix in seasonings.
- Combine roasted potatoes with the beef and pepper mixture, and spread evenly on the tray.
- Sprinkle shredded cheddar and mozzarella cheese generously over the top.
- Bake for another 10–15 minutes until the cheese is melted, bubbling, and golden.
- Garnish with fresh chopped parsley and serve warm.
